From how I understand it, you want the torque converter to lock-up when it has reached its max torque multiplication and you then want to transfer max power through the drivetrain and to the ground through the rear wheels via lock-up.
Correction...
Maximum torque multiplication is basically at initial launch. Torque multiplication occurs when the input rpm is greater than the output rpm. As the converter output speed approaches the input speed, torque multiplication falls off proportionally. (It actually never achieves a 1:1 ratio - without lockup it is after all a fluid coupling.)
