If it doesn't pass CA emissions, the car won't be allowed on base. However, the licensing and registration can remain TX as long as he's in the service.
Service members are exempt as long as the car is registered out of state.
That's true everywhere except CA. California is special and vehicles must pass CA emissions to be allowed on base.

Sorry Ed, you are wrong there. As long as the vehicle is registered, out of state vehicles Are Not subject to California emissions. I just confirmed with the front gate at NAS Lemoore.![]()
