This is what I did to correct the issue with my fathers 97 Mark VIII. Of course like everyone else, one of the headlights went out so I went ahead and decided to fix it before the other one fails also. I currently own a 95 Mark VIII and just performed the detailed HID install that 93' Blue on blue wrote up. I have been unable to locate a good write up so here is my go at it. If one has any comments in making it better, please let me know.
~ Also, I will not take full credit. All I have done is gathered information and knowledge that was located here with in LVC from other users.
The kit is the same we are using on the Gen 1 Mark VIII Halogen to HID upgrade. The seller can be found on ebay, seller name japanimportshop. His shipping is super fast, both kits I have ordered where on my door step within 3 days of purchasing. Which ever kit you plan to use, make sure you note that is should be of the following bulb type "9005"!
Hardware -
First, i used 3 total neoprene rubber flat washer's (purchased from The Home Depot).
1. 1-1/2" - Cut out the center of the first washer to fit around the front side of the bulb after the o-ring (about 1/2" dia)
2. 1-1/2" - Cut out the second washer to fit around the back side of the bulb (this will be an oval shape)
3. 7/16" 1" - This washer will follow behind washer #2.
- :slam I will have a template and will post soon of the plate i constructed, first using cardboard then tracing it on to Lexan Polycarbonate Sheet and cutting my final plates with a dremel. I cut about a an 1/2" hole using a unibit for the back side of the bulb and wires to poke through. Drilled the 3 holes out with an 1/8" bit.

I forgot to take a final pic of the light assembly with everything attached. I will remove and later post pics. Once you take the bulb assembly and install it into the housing, place the leveler bracket on and reuse the factory screws you removed earlier. The third screw towards the bottom I used a Sealed Washer Bonded #10 4 B (Steel/Galvanized)
On the kit; cut off these connectors (Circled in red)

Cut off the wires connected to the factory ballast, cut up close to the ballast as for you will need that length for you final connection later on(you should have about 12"). Now have these cables from the factory wiring and connect them to the kit harness to that of you cut off (Connect color for color; that is black to black and red to red)

- If you have a torch, it make this much easier
For the location of the ballast i was able to use a factory bolt and with nothing to interfere with having to relocate anything.
