So I got my tires balanced twice this summer, it clears up, then it starts shaking again. Are the tires bad, do they not know what they are doing?

Stick on weights or the lip ones? If they're the lip ones theres a good chance that they've fallen off.

#1. Get them balanced on a road force balancer by someone competent.
#2. When was the suspension last aligned?

I'd have to go with #1 here. I'm on the lines of you having a belt problem in your tire crown. This is why RC suggested road force balance. That will rule it out, among other things that force may be causing. I'm betting on a broken belt in the crown though.

Check out your sway bar end links as well. Wen mine were bad on my old '94 it shook like a badly balanced tire.

UCA ball joints are about shot. I took it in this morning cause i had enough they went over it with me and the ball joint on the right had way to much play in it.

That just might be your problem! If it continues after fixing that, then definitely I'd say your brakes are warped. Got that same issue on my prairie tan. It's the brakes. Steering wheel shakes at certain speeds.
