How to remove ballast bracket gen 2?

Im trying to remove my ballasts and I cant figure out how to get the bracket\ballast assy out. I took the bolt out on the left hand side that bolts the bracket to the bumper reinforcement, and the bottom bolt that you can access through the front of the bumper cover, but It is still not coming loose. I know there must be another retainer somewhere but I cant see anything. Does anyone have any experience with removing these? help me out!!!
 
ready for this , take the bumper cover off, there are two 10 mm nuts behind the foam inner bumper. no, i am not joking.
 
Id much rather take the ballasts off the bracket, if its possible.

Here's a little trick I learned from the Navy. Whenever something is obsolete/no longer used or just a huge pain in the ass to remove, we just disconnect it to the greatest extent practical, and then hang a sign on it that says "Retired In Place." Then it can just stay there as long as we want. :cool: :)

I would much rather do that, then all of the work required to get to those 2 stupid little nuts. I've taken HID ballasts off of a couple cars, but only because the cars were already destroyed in the front and the nuts were exposed.

I would have no problem doing that, however, I sold both ballasts on ebay and need to ship them asap. So it looks like tomorrow Ill take the front cover off and remove them.
 
The ballasts come out without removing the bumper cover. There are two bolts holding the ballasts to each other, remove them, and then you can take out the ballasts and just leave the plastic bracket in place.
