Detailing exterior with peeling clear coat

I am a total noob when it comes to detailing or waxing cars. My red 97 has a small spot on the rear bumper where the clear coat peeled off. It's not noticeable unless you walk up and look at it. My question is, will waxing my car do any damage to the bumper? Is there any "fix" short of repainting the bumper?
 
Clear coat is boned.... nothing you are going to do it what I would call bad as it needs a repaint...
 
It's just like baldness - looks bad, leaves what's underneath unprotected and just gets worse with age. :lol:
