I did not read all the threads but I can clear up the core problem for some.
I come from an automotive parts family that rebuilt starters alternators and water pumps. We were not allowed to charge a "core" fee on any new or used part. It had to be a rebuilt or remanufactured part. I believe LKQ does this because it is tax free money and by the amounts they charge they are probably raking in a few million extra a year. I dont know how they get away with this practice. If there was a class action suit brought against them it would stop the core fees instantly.
I talked with the Florida State Attorney Generals office, and this is what they said. 'There is a difference between a "core" charge, and a "disposal" fee. The definition of a core as quoted by the state of Florida is "A rebuilt part that can be used over and over by replacing the parts that wear out in it", and the definition for a disposal fee is "Any part that is considered hazardous to the enviroment, or a burdin to dispose of in a landfill".
In short a "core" charge is not legal, but a "disposal" fee is legal. This is federal law and pertains to all states.'
