Okay after reading some tips on how to get heat in my 97 Mark VIII I did found the lever on the blend door. When I touched it a wire fell out it had a bend in the wire?? I don`t know what this is or where it went to however when I moved the arm to the right heat came out. So I decided to do and experiment while I kept my hand on the arm I turn the temp from 90 degrees to 60 I can feel the arm move and let cold air in when I changed it to 90 it only moved just a little bit just not enought to let in heat weird. I wish there was a way to get to it with out tearing the dash apart to get to it.

Drop your glove box and make sure the blend door arm is all the way down. Only takes a minute.

you dont have to tear the dash out. you say you are in the south, where in the south, i can change your blend door in 90 minutes.
