98 Mark Climate Control Problems?

The air coming out of the vents is on the lowest setting & will not turn any higher. It will sometimes while driving kick onto the highest setting for like 30 sec. then kick back down to the lowest setting again. Any ideas as to what the problem could be?

Some will say your blower motor is about to give out but my guess would be the climate control itself is having an electrical issue and if possible, should be swapped just to check and see.
