Your Headlamps have separate fuses, 1 for the left & 1 for the right(Fuse #225 for L & Fuse #209 for the R) and the ground is controlled by the FEM module. The Headlamp Switch is wired to the dash cluster which in turn sends a signal over the SCP Bus wires to the FEM Module for the front lamps(Park/Head Low & High/marker lamps) and a signal to the REM module for the rear Park & Marker lamps. Check your Headlamp switch, connect an OHM meter to Pin # 1 and Pin # 7, there should be 4180 ohms resistance in the off position, 1780 ohms resistance in Park and 780ohms resistance in the Headlamp position. If the switch proves out than I would bet it's your dash cluster because I can't see all of the fuses blowing at the same time especially if you have lost your rear lamps as well.
