A good device to tune the car or a good person to use a device to tune the car?

I am lost as to what you are asking? But seeing how this will be such a rare animal you are going to need to have a tune done to it by a professional at their facility, where the car can be initially setup on a chassis dyno then street driven to perfect the setup and tune. Detroit Michigan is a ways to sent your car, but the results would be well worth it. Therefore I could easily recomend Alternative Automotive as a source for tuning.

A mustang tuner should be able to set you up with something. I assume that diablosport or SCT would make something you can use.

You can run the stock PCM with a tune, you should not need a standalone.

The only misfortunate thing is that with obd1 it is a little harder to tune, but it can be done. Look into some reputable shops around you, there should be a place within a few hundred miles.

You're kinda in the woods up there.. just one thing to keep in mind, you'll want a reputable tuner. A bad tune on a pricey set up results in sad stories. Just cause a guy says he can tune your car doesn't mean he's not leaning it out and with tt's you'll prob want to ship the car to a tuner that eats and breathes tuning 4.6's. You'll definately need a dyno tune and someone with the time it takes to do it right.
I'd go SCT but alot of guys that run diablo are happy.

Like poniesviii says who's doing the tune is the most important thing. Some peple won't even touch the Mark VIII. Others you wouldn't want too. I cant recommend anyone in particular to you but be prepared to travel even if it's hours away to someone that will do it right. The extra time and money is well worse not having to tear into the bottom end because of a bad tune.

Well I don't supposed theres a dyno up the street from him, so If he needs a safe "base" tune to get him to shop then my buddy can set him up.
note* base is used loosely in this definition so you won't take that the wrong way as well.

Which is where a chip comes in rather than a flash device. The flashers plug into the OBD-II port in the newer vehicles but not the older OBD-I. The OBD-I still have the rear J3 dataport on the PCM that will allow you to chip it.
Datalogging is a little more of an involved process for the OBD-I vehicles too as you cannot just hook a Raptor or SCT Xcal unit up to log the PID's through the OBD port.

There is no need for a standalone. The EEC-IV and a TwEECer or EEC Tuner will be fine for a TT setup if you have somebody who knows what they're doing worth a damn.

I agree, you can wright about any table values you need and the ECU will handle most anything, but for a TT setup you better have a very competent tunner!!
Whats your boost per turbo, waste gate, and BOV, injector size fuel pressure static and constant? 1 MAS or 2 in series, did you compensate for the MAP, Is it intercooled? how about engine mods to handle it, a stock 4.6L DOHC Mark VIII's internals will hold about 450 crank horse power.
I just want to save you allot of grief if you bought one of those cheep TT setups on E Bay for $339.
Setting up TT's on a Mark is very possible, complicated and expensive..........
