So much from Trump-Vance's "we're going to go after the criminals, not the hard workers" promise.
But this is just another money-grab for Trump's wealthy friends who give kickbacks, as detaining non-criminals is the safest way to grift taxpayer dollars while having the low risk of non-violent inmates.
