Throttle cable help.

Well, the rubber that goes around the cable itself, which I believe is for the cable not to kink up or get stuck, broke off and now I see the naked wire. So, pretty much every time the gas pedal is going to be press and let off I believe it will bend and get stuck. What to do?

Well...excuse my stupid self, but it's the other cable, not the throttle one. Cruise control I believe? Gah, I feel so stupid right now.
