thermostat

ok so i am replacing my thermostat, i am not taking the housing out of the car because i just dont want to. I got the outside bolt off, but i cant even budge the one that faces the fender. when i try it moves the whole housing. Ive gotten people to hold the housing for me, prying it up against the car, and well i just cant get it.

if anyone has any input on how i can get that facking bolt loose please do tell.
