SOMEONE must know how to fix thease damn lights!!

my rear neon has the damn black crap in it... the car only has 30k on it, and the light is mint, it would be a shame to just see it go to waste. the outside is perfect, and its perfectly clear, and it works PERFECT! just has the damn black, is there no way to open it up and repair it???
