You'd likely regret doing anything with the cloth top. It looks to be in good shape. Keep some silicone on it and you'll be good to go.

yea it was garage kept, silicone? I usually just pick up some convertable cleaner and use a soft brush, works like a charm. I think its turtle wax stuff that comes in some kinda spray bottle, its green IIRC.

Look for some silicone based water repellent spray like they use on tents.
