Question on 1st gen tach

So The tach that i have on my mark now was starting to not work right before i started taking the car apart....I thought that the normal workings of the tach was you can take and move the tach up and it would go back down to normal(o rpms) Well when i was doing a face gauge kit, i felt that i had really broken the tach. Now the tach does not go back down to 0 rpms, it just goes where it wants. So in the process i decided to buy a new (used) tach from Peter leville (Jamie?) Well i opened it up just now and that tach has no rebound whatsoever, so my question is, what is normal for a 1st gen tach to do, rebound back or not do anything????
 
it wont rebound until power is applied to it, just like a clock doesnt work with no batteries! put the tach in the cluster and turn your key to to run and the tach will drop to 0, once started the tach will go where it is supposed to. they are floating gauges unless power is applied they arent supposed to rebound.
