Neon ballast question

Well I picked up a used ballast a little bit ago and i'm not to sure if it works or not. It appears that i'd have to take the neon panel off in order to test it/get to the actual neon leads. Would it be possible to just hook up the pigtail and ground it, connecting everything but the leads to the neon to see if it pops the fuse or not? Or does it have to be connected to the neon to blow it? If the fuse doesn't blow is there a good chance its still good?

Reason being is I don't want to bust off the studs for the panel just to test the dam thing. I heard they like to break :(

I picked up a glitch ballast back in 08 and have yet to need it, thats my go to when mine fails. I'd just hate to throw this one out w/o knowing if it works or not. I'm not out any money as I got it included in a "lot" deal off a local parts car I raped a month or 2 back.

I'd pay 10 bucks vs having a neon with half of its mounting stubs snapped off. Let me think about it. Thanks.
 
Yes the tabs have a tendancy to break off and when you take yours off to replace the ballast when it fails they will break then as well. Do yourself the favor now, remove your Neon. You might get lucky as you are not going to be rushing anything so they might all make it off intack. When you do get it off reinforce them with epoxy and never worry about it again. Premptive strike so to speak.
