well today i finally put in my new (driver side) ballast, and at first i didnt think it worked. so i plugged the driver ballast into the plug on the harness for the passenger side and it worked. I also plugged the driver side bulb into the passenger(working) ballast and it did work, so the bulb works. i took a volt reading on the driver side plug on the wiring harness and got a reading of 2.6 volts. also afterwards, i got a check headlamps message, which is something ive never had before, even when the headlight was out. any advice or suggestions? i just dont know

I don't know if this would cause your problem but I know Gen1's burn up the headlight switches and wiring connector. They melt. Just throwing this out there. I know you have a Gen2.
 
hmmm. thanks frank, ill check that. another wierd thing happened. i turned on the light(s)with just the good ballast plugged in and for the first time since i've owned the car the headlight timer switch actually worked, but in certain positions it made the one working light a greenish tinted color, and it the low beam position, it strobed like a police car light. it also did some other weird thing in the off position too. it's really weird

Sounds like switch problems to me...

Maybe more.

First thing I'd try is replacing the switch and see what happens. That's weird that you've only got 2.6 volts at the one plug though.
 
My headlight switch and the plastic connector where melted when I bought my car. I went to boneyard found a mk8 and pulled switch it was new with a new improved bigger wire connecter from ford. Score!
 
Thats kinda what i was thinking. My next step is definitely gonna be to replace the switch. Right now the light stays on for 3 mins after i shut the car off no matter what, meaning theres for sure something up with it

FYI if it is a problem the connector can be bad too and cause all the problems. Make sure you check plug and all wires. I think this might just be a gen1 problem but I don't know 100%.
