Yeah that's what I was thinking as well. Not 100% sure, even tried to look up the part number, only thing I could find was that several parts stores sell it for less than $500.

This, plus round/bulbous shield and it seems the ballast access cover is missing. Could still be a ballast tucked under there, but the cover seems to be missing.
