They sell the stuff by the rolls on ebay and I think AZ and places like that have it. Just scuff it up with some 800 grit, wet sand it smooth with 1000 grit and then primer it with two coats. Let dry and then wet sand the primer smooth. Use a tack cloth and then paint with gloss black by Dupli Color acrylic enamel with about 3 coats, 15 min apart from each other and let it dry for a few hours and then use the same in a clear coat. I would coat it at least twice to three times @ 15 min apart for each coat. You should be happy with the strip and the paint should last as long as it has something good to bond to. Give it a few days to all cure out.
I really wouldn't worry about any orange peel look on that slim of a piece of molding. Someone would really have to be bending and looking. When the scrap guys took my car away a year later, the whole rear bumper cover was still shining.
