And you can't be tracked by GPS unless you have something that communicates which is using GPS (like a cell phone). The Global Positioning System uses satellites to send out time signals which are used by GPS receivers to triangulate locations; it's not two-way communications, at least for civilian applications.
Saw a blip on the news the other day that was really news to me. According to the item, law enforcement agencies can remotely activate the mike on your cell phone even if you have it turned off. The only way to avoid this is to remove the battery. I was in law enforcement for 27 years and retired some 12 years ago. This is new to me, I guess electronics have progressed at lot farther than I realized. (Or could this just be a planted leak to make terrorist even more paranoid about their cell phones?)

it means turn off your bluetooth when you're not using it. the local news probably didn't mention how it was done, but that's how.

Ah! Now it makes more sense.:)
 
A lot of modern electronic equipment never goes completely off; instead, they go into a deep power-saving mode, powering down high-draw items (like hard drives, amps, displays, etc), but leaving key systems running--basically, they just go to sleep. If they're asleep, they can be awakened--it's all in how they're built. Computers have had this capability for years, normally called Wakeup on LAN.

Most cell phones are really tiny computers, and the digital phone network is, well, a network, so it's not a stretch to believe that there are hooks into the cellphones that can be accessed remotely. It all depends on how the phones are designed as to whether or not Big Brother is listening...
