In a word yes. To summarize what I think is in the link... the process goes like this.
Roll on the paint... sand... roll on the paint... sand... roll on the paint... sand... roll on the piant... sand ... roll on the paint.
If you do it 5-6 times it comes out pretty nice. Thought I do doubt it has any type of UV protection (such as clearcoat gives you)

don't roll it, you will be sanding for a year. just get rustolem, thin out with acetone (i use half and half), then you can spray it. i have done this to my miata and didn't even do any sanding and it looks fine.
