It's been a while but if memory serves me right, start with removing the trim piece on the lower dash under the steering column(big piece that has the trunk/fuel door release buttons). Next would be the headlamp/outside mirror trim piece, then the ignition switch trim piece and then the I/C surround trim piece.
Lower dash trim piece has 2 push pins at the bottom(Pull down the center button to release the push pin) & 3 spring clips that hold it in place. Once you remove the push pins, gently pull the left side of the panel straight back towards you to release the 2 clips on that side, then gently pull the right side to release the 1 clip at the top and then unplug the connector for the switches.
Headlamp/Outside mirror switches trim piece has spring clips, gently pull straight back towards you to release the clips, then disconnect the wire connectors.
Ignition switch trim piece has spring clips as well, gently pull straight back towards you to release the clips.
Tilt the steering column down and out
The I/C surround trim piece has 4 screws, 1 at the lower left & 1 at the lower right(I believe these are 7mm) and 2 phillips head screws at the top of the trim piece(one on the right & one on the left). After the 4 screws are removed, then gently pull the bottom out to give you room to disconnect the wire connector for the sensor and the rubber hose, then gently pull the trim piece downward (to release the guide pins from under the dash overhang). Now the I/C is exposed, follow the previous instructions to remove the lens.
Note: The I/C can NOT be removed through the opening without removing the lens first or dropping the steering column. If after removing the lens you decide to pull out the I/C to have a look at it, make sure to disconnect the battery before disconnecting the 3 connectors at the rear of the I/C....
