Just a thought about those cloudy (out side) of the headlights.

I have been in the dealerships for almost 30 years and have never had a better clear plastic cleaner than this stuff....

I am not a fan of amazon but retail it is the only place to get it other than a body shop supply store. You use the cleaner..by hand or machine ...and then the polish and the plastic is crystal clear again. I first saw it used on convertable top back windows in the recon department, then used it on my old Trackers side and back windows and yesterday used it on my Villager headlights to see what would happen. Surprise they are now crystal clear!! I have had that stuff in the closet for years and never thought to try it. Those headlights are 450.00 each and was putting it off and now I dont have to buy them.
No I do not sell this stuff or have stock in the company but it is great for any plastic that has clouded over, and I thought you may want to try this professional cleaner.

I've used it. It helped a great deal with the pitting on my HID lamps.
 
I did mine last week. First i wet sanded the lenses to remove the yellow then used that meguiars plastx to bring them up crystal clear.
 
I also use Mirror Glaze #10 and #17, as well as Meguiar's consumer line PlastiX with excellent results.

This can vary depending on the severity of the damage.

Cloudy lenses on the inside due to moisture can be solved by removeing the lamp, take out the bulb and flush out with rubbing alchohol. Make sure bulb o-ring is good and lens seal does not leak to prevent a future reoccurance.

If the lens itself is cloudy on the inside due to uv damage you will need to seperate the lens from housing by carefully heating it up in the oven for a few minutes to soften the adhesive, pry apart, and polish like you would the outside. Then reseal lens to housing with black or clear RTV silicone.
