I figgured out how to do it with help from a fellow LVCer.
all you do is scrape off the glue on the back of it and eventually you will see grey primer. You then sand it down, and you see the black paint below it.
After you sand down the black paint the emblem will be clear, you can then sand the grooves that make the lincoln star, ( this was a pain in the ass) that is not a actual piece of chrome it is just some kinda paint.
BAHM!! then you have a all clear emblem to paint what ever you feel.
For the sanding I was told to use 800 but I found that starting at a lower grain and moveing up to 800 after the paint is removed helped alot more.

Actually I stumbled upon figguring it out by sanding to much thinking it was just a piece of chrome.
