The pass side is kinda dirty and blurry but the drivers side doesnt work at all, does this mean I need a whole new mirror? Also, whats causing the blurriness in the pass. side, dirt? Can I clean it out?

Is the blurryness only from in the car? Go outside and look at it, Lincoln did something to the lense so it does not distract the driver from the inside.
As to the other side one, all the LEDs wont burn out together so I would guess you have a broken wire or the board the LEDs are mounted to is cracked. Gonna have to remove the mirrors and look.

can I just remove the lens from the bottom or does the whole mirror assembly have to come off?

The whole bottom lens will come off of the mirror housing as an assembly. It will help to remove the mirror first (just pull it straight off, it'll pop off), and they look at the bottom of the housing. You'll see a little piece that will have to be pried upward a small amount, after that is done, you'll be able to slide the turn signal assembly out. It slides at an angle down towards the rear wheel.
