Maybe the daylight sensor on the dash is unplugged or faulty - is this even related to the headlight? I know it is for the dash lights. Anyway the panel just pops off - use fingers never a screwdriver that may damage the panel. The sensor is the little dime sized clear plastic eye on the passenger side - there is a standard connector underneath - easy to forget if the dash was ever apart.
Couldn’t tell Yhea, what Jamie says is right, I would have to go in to the system with a schematic, it sound like someone was in there before you. Has it always done this since you got the car?
car use to boot up as check lights but think the previous owner did the headlights thing cause mine are not that bad (dark) I followed the directions on the hid replacement and went into the glove box and cut that wire that fools the system brown and yellow I think.
