cruise control

I have a 97 mark viii my problem is the cruise doesnt work doesnt light up on the dash nothing. The horn works only if i turn the steering wheel all the way around does anyone know what this could be. I checked the fuses they are good and all the brake lights work. thanks for any help.

Bought a clockspring from jamie that solved the problem but i sold the car i also have a 98 that im keeping.
