My 2000 Lincoln LS the cigar lighter won't work. Could someone please tell me what this could be?

are you trying with a lighter or a 12v adapter?
first thing to do is ensure that you are in fact not getting power to it - use a voltmeter
if it's dead - it's either the socket or a fuse.
if it's not dead - the plug/adapter is not fitting well

It first work with the light or 12 volt adapter. Where is the fuse for this located?

The fuse is in the fuse box under in the passenger side foot well behind the kick panel. Just pull out your owners manual and it should tell you which fuse that one is.
