I just tried to sensor lower the new to me 93 Mark VIII and it did absolutely nothing. I noticed with key on, I hear two clicks but the compressor doesn't kick on at all. The car also won't vent and sits a little higher than a stock Mark VIII... is it the relay?

no it sounds lke the vent solenoid is screwed up.

when you get it up to 60ish.. does it chunk the check air ride message?

no venting, sitting high are both vent soleniod symptoms
The "check air ride" at 60, or instantly upon start up would be a third vent solenoid symptom and likely the issue

compressor time

The check air ride comes on instantly when you turn on the car. So I need a new compresser plus all new vent solinoids? How many are there?

The vent soleniod in question is inside the compressor.

the solenoids at the actual bags rarely fail..and since your hearing the two clicks that tells me "they" are trying to release the air from the bags but the actual vent solenoid in the compressor isn't
