Black Bar Under Front License Plate

I took off the front license plate and found this. It says Mark IV(4). So I'll just let the pictures do the talking. What is this? Safe to pull off?

I had the same identical black Mark IV plastic bar underneath my bumper. It was on with double sided tape. I also asked about a year ago but no one knew. Maybe they were bored at the plant & just threw those on there, lol. I took mine off & its sitting inside my shed.

At first I thought it was one of those Tollway passes, then I saw the mark 4....what is behind it?

When I worked security at a corporate hq's the exec's had something similiar to those. They were used to automatically open the gate and the underground parking door.

Well mine has homelink. But my 98 which also has homelink doesn't have it. Most likely it is used for opening gates at commercial buildings. I pulled it off in about a minute. Came off very clean no scratches or marks on the paint. The bar is just black from the other side. No identification or anything. Odd it says Mark IV on a Mark VIII car which may just be coincidental
