Form 4473 is the same. Furthermore, that FFL will now be liable since he KNOWS (according to your statements) that your brother isn't the person who won the raffle.
I did not pay for a gun i payed for a raffle spot. the gun is free. or it would considered a lottery which is illegal to hold in the state of Arkansas without the proper licensing

First of, whether of not you pay for a firearm, if you get it from an FFL dealer, you have to go through a 4473 form. No exceptions. It don't matter if
God himself gives you a firearm he created himself, if he's an FFL he will have to have you fill out a 4473. I'm exaggerating, but you get the idea.

i did not win the raffle the ticket did. i decided to give the ticket to my brother so the actual gun will be registered in my brothers name not mine so therefore it is completely legit.
will do my brother will be picking it up on monday in the am. i am in Tennessee at home now. the only bummer is i probably wont touch it until mid march. but shat for $10 i will wait a year... i am looking at a 6.8 upper for it now

every other gun i own is unregistered and were purchased before all these bullshat rules were put in place.

among 18 others those are just my favorite two
these are all safely tucked away in a huge safe about 30 min from me they are cleaned every 3 mo. and shot every 6 mo. or so

If I may make a humble suggestion? Don't argue ATF laws as they pertain to Firearms with a licensed dealer. I have at least 30lbs worth of books that are full of state and federal laws as they pertain to firearms and explosives.
Pray to whatever God you believe in that rifle never gets stolen or is used for shooting someone... legal or otherwise. Because when that happens, you will experience the wrath of the ATF once they start tracing the history of that firearm.
