What are the hash marks on the ends of the teeth from?

Shouldn't that ring be all the way at the end? If it's not in the right spot, it won't register correctly...

Verify it's in the same spot as the old one.

When i bought the newest one i took measurments off of the old one and the one i bought was damn near close

I just went out and checked the hubs that I removed from my 98 when I did the hub swap. The exciter ring is all the way at the end of the hub, flush to the end. From your picture, it looks like yours. Weds to be moved a good 1/4 inch or more...

So the issue went away when you put the old hub back on....back to what I told you a month ago the ring is in the wrong spot. I will take a picture of mine when I go out to the shop tonight so you can see where it should be.
