97 mark viii lights not working now car won't start, melted wires, soooo lost

Thanks, I can't really afford to take it to the dealer. I have driven it everyday this week and its doing great. My only concern with trying to power up the pcm memory keep alive fuse is that I can't find the voltage anywhere for the pcm, I dont wanna send 12v when it is only supposed to have 5v or something like that. I havent found any info on the starter motor relay either, but it is starting fine. There has to be a module or something in between the fuse panels and the battery that is keeping power from going to them. When money is right, I will eventually buy the service manual, it would be an awesome tool in troubleshooting the electronics.
 
Check fuse #15 in engine compartment fuse block. It's a 30 amp maxi fuse that powers fuse #1 in same fuse block.

A long shot, I know this thread is very old but could use some insight if you are still around. Steve
