'97 Cruise Control wierdness .... what's up?

Today when I tried to set the cruise control while going 45mph, I pushed the "on" button, then the "set" button and the "Cruise" light blinked but that was it. I did this a couple of more times with the same non-result. It wouldn't turn on and set.

Then I pressed the "set" button a lot of times quickly and it finally set. Then it ran until I turned it off 5-6 minutes later.

I did have the recall done a couple of years ago and it's worked fine until now.

What should I check to see if I can figure out what's wrong?

The switch buttons do a nice clean "click" when pressed.
 
It is the part that connects the electrical components (horn, airbag, cruise) in the steering wheel with the steering column.

It sits b/w the wheel and column
 
Now it worked the last couple of times, turned on and set.
Could the wire cause an intermittent problem?

same function. but its a coil of wire wrapped up back there. all the moving in the wheel eventually breaks the wires.

yeah. it was intermittent in my car. i could only use cruise while turning left before i replaced mine.
 
How big a deal is it to replace?
Could I do the steering column up/down switch at the same time?
Any body have the part numbers for the clockspring and the steering column switch?
Is there a similar device for the horn?
