all it does is mimic the resistance of the IAT sensor at a very cold state - so the car then over-fuels thinking it is very cold outside.
You can build your own by throwing your IAT into the freezer for an hour then measure the resistance - then buy a resistor of that value from RadioShack and insert it across the leads of the IAT connector.
Be warned that many modern cars will eventually throw a CEL thinking that the IAT went bad or it will start over-compensating around that sensor.
