1995 Mark VIII not starting

I have a 1995 Mark VIII and I just went to start it up. It would not start. All the gauges came up and the fuel pump primed and the battery is reading 12 volts. It doesn't even try to crank. I don't know what is going on? Is it maybe the starter or the ignition switch or something else. Thank you for the help.
 
bolted to the starter. under the car, next to the passenger (i think) side exhaust manifold.
 
I will add that if it is, sometimes putting it in neutral will let the car start. So if you can repeat that reliably, putting it in neutral to start, you can bet it is. Luckily it not hard to replace.
 
Another common issue is frayed Crank PS wires or a loose CPS plug.. Located on the block, slightly hidden beside the AC compressor. Pull the loom back and see if those 2 wires are exposed.
