Does anyone have a technique for cleaning and polishing the chrome hubcaps on the 1986 Mark VII?

Got quotes from several shops. All say Ford's new motors will not work on Mark VII. I've also been told Ford does not rebuild Lincoln motors.
Is that true?
I've Googled and found only companies I've never heard of offering...
