Usually for best gas mileage, it's best to drive the car in overdrive and let the trans do the shifting. If you want control when the trans shifts, like during a race, you can start in low or "1" and manually upshift at the desired rpm.

This problem is very intermittent....the rpm's steadily increase and then return to normal. Most noticeable when stopped. It will be idling higher then normal (don't know specific rpm's) and if you put it in neutral the rpm's steadily increase. My first guess would be whatever throttle control...
