Had you given any thought to using a true 2part epoxy paint? You could have put it back on 24hrs latter and it's tuff stuff.
Spray the heck out of it with WD-40 and open and close it.
I had mine stick in the full up position. I removed the sensor's from the lower ball mount and compressed them 1/2way. I used a clamp to hold them in that position.
