How do I get the plastic pieces off the door panel that the door handle and lock switch are in on a gen 2.

Generally, you don't. Why do you want to? I'd say that you'll have to take the door panel off first. After that, it may be possible to remove that section from the other side of the panel.

Im wanting to get the switches out but at this point I relize the door panel has to come off to get the switches out.

The door panel has to come off (not too difficult to remove) to get the lock switch out. The window and mirror switches are easy to remove without removing the door panel.
