When I spit washer fluid on my windshield my wipers dont auto-activate. Come to think about it.. it's really not much of a problem since now I can control the amount of wipes myself but if I wanted to fix it, is this an internal signal from the steering column, or in the engine bay ?

According to the 04 manual, the electronics for the wipers and washer are built into the wiper motor assembly under the hood. Looks like a lot of work to remove it. The 2nd step (1st is disconnect battery) is to drain the engine coolant.
I would normally suspect the wiper switch itself with the symptoms that you describe, however the book says there is only one contact set in the switch for the washer, and that one set must be working.

I have a switch I will let go super cheap if you want to try it. PM me if you are interested.
