Wiper Control Problem

The wipers on my '94 are not very cooperative. They turn on but only have one speed, no matter what position on the wiper switch you put it at. Wherever the arms happen to be when you turn the switch off is where they stay, they will not park themselves.

Is the solution a new wiper switch/hazard light unit on the steering column?

Probably the wiper motor. Mine does similar things but I sitll have my multi speed wipers. Certainly the lack of park indicates a wiper motor.
 
x 2 wiper motor. from my experience when you shut them off and they stop but wont park, the signal is working to shut off, the motor wont allow to park.60 bucks at advance here

It's really not that bad. Remove the hood and wiper arms. Remove the cowl. There's about 8 or so fasteners. Then, unplug the motor. There aer 3 bolts holding it in. You should be able to do it in about an hour taking your time.
