Alright what is this, where does it go, and how many turns out from closed is a good baseline? now I know all but the last one but the internet is lacking on info here so I pitched it to those who may know.

Car, engine, year, etc?

93-95 Mark VIII 4.6l DOHC stuffed into a Cobra Roadster, currently have the throttle body out for a new TPS and IAC valve. No I don't have any better access than the original car. Can't find any information online on how to set that. It meters a path between the 1/4" hole on the top of the throttle body to the small pathway on the bottom. "photos barrowed from the internet" maybe someone can send me the info out of the service manual.

Probably to set the base idle. You will have to get the shop manual or google it and see. Usually you would clamp the hose for the idle valve closed and then adjust to the proper rpms. A guess would be somewhere around 600 rpms. Probably similar to this: https://stangnet.com/mustang-forums/threads/setting-base-idle.807037/
