Pump could be eating it.
Can you feel the vibes it in the wheel?
Does it do it at a stand still, or just while moving?

Standing still if I go left or right just a little bit I hear a faint whirr. Moving down the road "nothing".

Pretty much every Ford I have ever driven starts making that whirring sound in the power steering pump eventually. Have never heard it with my Mark VIII but I assume that is what it could be. Never seems to cause an issue, just whirs when you turn the wheels.

That sound is just proof that its a Ford product.
Just like the stipid ZZZZZZZ ticking sound from a dodge A/T.
Both are annoying as hell but common.
