What does it cost to get the PCM flashed?

I have been told the best place to start with my cold start-up engine flooding is getting the PCM flashed. Not under warranty 02 LS V8 engine cranking long time, due to possible flooding. When it does fire extreme gas odor for a period of seconds. There is a TSB for it. PCM flash, what does that cost?

It sounds like a fuel pressure regulator with a ruptured diagphram. Kinda unusual in Fords, but I've seen lots of GM's have the same issues as you are having. Pull the vaccuum hose of the FPR and look gas. If you find any gas in the hose the FPM is junk. Change it. Is it better starting from stone cold? Is it worst when it's sat for about 1/2 hour? Those are both common with a bad FPR.

It could also be an injector bleeding down flooding the engine. Have you put a fuel pressure gauge on it yet? It should hold the fuel pressure for some period of time, perhaps 5-10 minutes. If you can see the needle moving down, some thing injector/FPR is leaking flooding the engine.
 
I have had the pressure test done and it actually holds pressure fine...
Here is the deal.
It will crank a long time and give out a ton of gas fumes once it fires. But it seems only if the engine got warm/hot the last time I drove it, for example in the morning it does it (from the night before) at noon it does it (from the morning) in the evening it does it (from noon). It is a cycle that every time I drive it it does it. The only times it does not do it, is when the engine is running and it gets shut off for a few minutes. Or if it sits a whole day or more or if the temp gets and stays in the 20's or below.
I thought that "something" was getting warm when the engine got to temp and once the car is shut off "it" leaks fuel somewhere and the next time I try to drive it the engine is flooded. This would be why perhaps the thing starts fine after a day (evaporation) of sitting or when it is really cold the engine cools off before any major amount of fuel gets leaked.
Also my MPG has went from 21 to 16.8, and I am doing more highway driving. Any help is much appreciated!!
The car has done it since August.
