Vibration/shimmy in steering wheel

Anywhere from 20-80+ there is a vibration in my steering wheel, it sounds like it's coming from the right front. It speeds up on the high way and it's slow in a parking lot. When coming to a stop I can feel it in my brake peddle. It's almost like a pulse like a warped rotor but they aren't that old.

When coming to a stop you can hear a clunking noise in the right front.

Both wheel bearings have been changed, rotors, pads.

I was thinking a junk tire since the ones that are on it are crappy but it doesn't explain the clunking noise.

I did the side to side and up and down check on the wheel while it was jacked up. Nothing seems loose.

Also, the steering wheel shimmys back an forth about an inchs worth.
 
Don't know about the clunking, but the shimmy could be a bad tire or one of the front wheels out of balance.
 
Ended up being a bad tire. She drives like a dream now!!!
