Im getting several codes that i am trying to address, the first on my list is a p1474 fan control primary circuit. Can anyone give me and I deal of what this is. My first thoughts are hydraulic fan pump actuator because the fan does come on but occasionally in traffic the temp guage starts to move.

Generally means a short in the solenoid or an open in the wiring to it.

This might help you out

Its a 2000 lincoln ls, it has the hydraulics fan so im not sure what circuit wouldit be detecting as open?

there is a solenoid that controls the flow of fluid to the fan. otherwise it would just run on high all the time.
the wiring to that solenoid, or the solenoid itself, may have an issue.

Here are some diagrams for a pinpoint test

Dewanjd, that's the ELECTRIC cooling fan, not the hydraulic fan.

When my hydraulic fan failed the fan wouldn't run at the higher speeds. The only "code" it threw was the temperature shot up in stop and go traffic. The hydraulic fan is mechanical so I doubt it would throw a code.

Alldata says check the wiring to the solenoid and the solenoid (resistance). If it's not the wiring or the solenoid it looks like the PCM needs replacement.

Correct you are referring to the hydraulic fan actuator I have priced a couple of them and noted a forum where another member changed his and it solved his problem. I just wanted to be sure this is what the code was telling me is wrong rather than just changing and hoping....
