The Yellow plug under the seat is missing 1 wire, is that my problem?

Im not sure about white the yellow plug is but after read a few posts on here, it seems like an alternative for the clockspring. Well I looked under the seat and the red wire is cut, the green wire is OK, but the red wire is cut. Is that my problem then? So I dont need a clockspring? What is that yellow plug for anyways? TIA
 
The yellow plug is for the side airbag that is mounted in the seat. That wire will need to be repaired for sure. It's not smart to use a crimp on wire connector for the airbag wiring, the two ends should be soldered back together and wrapped in heat shrink insulation.

so I cant just tie the wires together and wrap electrical tape around it. You think thats the cause for my Airbag light and NO horn or do I still need a clockspring
 
If the wire is cut, fix it properly by soldering as as described then you will know.
